Cy Lugo has been referred to as one of the greatest high school sprinters in Sacramento history. The Elk Grove High School standout holds six school records and has consistently dominated the competition on the track. Lugo ran 20.31 in the 200-meter dash to win the state title, delivering the performance he had worked toward all season.
